Frankston Arts Centre is a purpose-built performing and visual arts venue. The initial development project included: the Frankston Library, toy library, underground car park and precinct plazas. The entire precinct cost around $18.5million. Funded primarily by Frankston City Council, with additional funding from the Commonwealth and State Governments, an additional $1million was raised through rigorous public fundraising.

The Centre is a business unit of the Frankston City Council, is managed by an Independent Board of Management and receives an annual budget subsidy as part of Council's operations. Many local schools, theatre companies, community arts groups and artists use the facility each year. A subsidised community rate is provided to all community hirers.

The Centre attracts approximately 250,000 visitors through its doors each year. Over 50% of visitors come from outside the Frankston municipality, most notably from the Mornington Peninsula and Westernport regions, as well as Melbourne's bayside suburbs.
